I have a theory.

The confirmed veterans were all starters. The unlockables are nowhere to be found (Ness and C.Falcon were unlockable in SSB64). Sakuri wants us to speculate with Lucas "replacing" Ness. You can't just drop one of the original 12 like he's Pichu.

well i suppose you could say he took all but PK freeze from Ness, but i'd be more inclined to say he took them from Kumatora. and MOTHER3 is an amazing game! it is one of my favorite GBA games (right next to MOTHER 1+2) if you can stand playing a japanese game i'd highly recommend it ^^
