We have to remember, he hasn't even claimed all of those with certainty. Katalina especially he's only here talks of negotiations. Nothing confirming that she's in. Even if he is legit, there's nothing stating all of those with certainty. Only thing he seems certain on is Steve.
I think they leaked two characters for SNK girl Fighter, and the return of Samurai Showdown. Maybe a couple of Soul Calibur characters as well? Don’t quote me on that last one though.

Hitagi certainly doesn't have a Smash portfolio akin to Vergeben (yet..?) but yeah the fact Verge vouches for him is the interesting part of this whole thing.

It's probably just a joke and he is implying that a vague picture (just like him meeting a voice actress) could be interpreted as evidence for anything.

"I'm being vague on purpose. I have heard a few of people's requests from my sources, but if I have literally heard nothing, I actually haven't ever heard their name ever pop up as a confirmed choice.
I.e. professor layton, banjo, xenoblade characters, and a few others are all characters i will just say are all characters I haven't heard from my sources. Other than that, no one has guessed a confirmed character in this thread."
It's interesting he didn't mention Phoenix Wright, while he disconfirmed Prof Layton specifically. Maybe this is a good sign for our lawyer.
And this was well before he closed the thread. Now, as far as I've seen, he corrects someone when they assume a confirmation, but here, despite having ample time, he didn't deny the guy or even tell him to lower his expectations. Unlike each other case from what I've seen. And considering how he's said he's had to be vague.....hmmm. This might make things look even better for us if Hitagi is legit.

I really liked it, really developed some characters and shows another side to them. Worth a watch if you have time.
