No, but when gaming history is an actual third-party rule Sakurai has stated and kept for all 6 third-party characters we have gotten throughout Smash history I see no reason to entertain the possibility of him doing an 180 on that actual rule.

When we got Lucas, Roy, and Ryu, we had two unused files but we got a third unused file after the Mario Maker stage update... we know one of them is Cloud and now we have two unconfirmed characters left. We might get those two characters announced next month... and hopefully SSB4 speculation will finally end and we start speculating SSB5.

And SK still sells better, but making it a contest is childish. Not sure how longer development matters to anything though.

Here's a question for you:

Do you think Cloud is considered to represent Final Fantasy as a whole or only Final Fantasy VII?

The natural assumption seems to be that he represents the whole series, but in in his reveal trailer it actually said "Super Smash Bros for 3DS/Wii U x Final Fantasy VII", whereas all the other times we've seen the "x" thing (Ryu and Mii costumes) it's been the whole series. And on the DLC page, the copyright is "FINAL FANTASY VII : © 1997 SQUARE ENIX CO., LTD. All Rights Reserved."
