Let me try to explain my point of view on why the codes are being sent out before the patch ends.
Japan maintenane for the patch will probably end around 5-6 PM. Since the 15th ends just a little after the patch hits AND Japan WILL get their codes on the 15th too we can assume that they will probably get it before 6 PM.
So the question is, if the US is not planned to receive the codes before then, then WHY restrict the patch to US time? Why not perform the patch at 12:00 AM Japan time instead of 12:00 AM US (PT) time and have every country receive codes at different times.
I mean Nintendo could just apply the patch worldwide on the 14th for US and the 15th for every other timezone. Proceed to send mails on the 15th which would mean even though US had the patch, they would still have to wait more than 12 hours for Mewtwo to be released (just like you're implying will happen, but this way the other 3 timezones wouldn't have to wait 17 hours for no reason at all). Instead of doing that, they are purposely postponing every single other timezone so that US gets the patch specifically at 12:00 AM on the 15th.
So again... Why make all the other timezones wait 14-17 hours for the US if you are not even going to send the codes to the US before that?
Why stop everyone else from having Mewtwo for so many hours if the one timezone you are stopping them for won't even get Mewtwo in the meantime/for many more hours.
This is why, imho, it's safe to assume codes will be mailed before patch ends.
Edit: I think my post is a bit confusing so here's an analogy to simplify it.
Say there's a chef and he makes 2 of the same dish, one for you and one for me. This chef also has 2 fork, again, one for you and one for me.
Imagine that you like to eat only at lunch time, but I can only eat at dinner time.
The chef then confirms to us that he will serve us both the dishes at the exact same time, dinner time.
Now, we cannot eat the dishes without the forks, so my assumption is that he will have given us both the forks by dinner time.
Your assumption is that handing out forks is not an easy process, so he will hand them out only at lunch. This means that he wil hand out yours at lunch time, but since I only eat at dinner, he will hand out my fork the next day (at lunch time).
The question then is, why is he making you wait until dinner for your dish?
A simple answer might be: he needs to hand out dishes at the exact same time. But then, why doesn't he hand them out earlier at lunch time? Why is he making you wait until dinner if I still won't be able to eat my dish until the next day?
In fact if the logical thing is to do everything at the same time AND he wants to make you wait for me, then why not wait until the next day at lunch time to hand out both dishes when we both have our forks? (Next day in this analogy would be around 10-11 PM Japan time, not the 16th)
Why is he making you wait for dinner if I won't eat at dinner time anyways. Why is he making me wait for lunch (next day) if I could have eaten just as easily at dinner.
If we were going to eat our dishes at different times anyways then why not allow us both to eat at the times we please (you at lunch and me at dinner)? Why is he forcing both of us to eat our dishes when we don't want to and why is he flaunting the fork/dish in front of us as if to say: "You could have eaten at the time you liked, but I didn't want you to".
Why is he making us BOTH wait to eat our dishes if he didn't plan for us to enjoy the dish simultaneously anyways?
I don't know if the analogy made my logic easier to follow, hopefully it did. In retrospect I think I just made it worse.
