Is the "anime" title dependent on the location of its creation or the style that governs its art?

The point I'm making is to ask if anime is just that style of art specifically from Japan as @ Kahnu attempts to point out or if it is just the style of art regardless of location it is created in? If anime is only from Japan, what do we call the anime lookalikes that are from somewhere outside of Japan?

actually, avatar is animated by koreans (who get a lot of japanese oursourcing work), so there is significant overlap in terms of artstyle

anime definitely does not mean 'animated manga', that would mean that western cartoons are all supposed to be animated comics

Just because it's animated by Koreans doesn't really mean anything. The american artist directors have to go to Korea to teach them how to pull off the animation style while following the art direction of the show.

Atla and Korra don't display any of the usual animation techniques used in anime. This is particularly true during either fight scenes (which sometimes aren't even animated completely in Japanese anime) and also comedy scene (all the 'funny' anime faces/colored backgrounds). Would post examples but I'm on my phone.
Most anime productions are more concerned with being able to **** out as many episodes as possible to keep the train going. All of the avatar stories have had defined endings and planned budgets per episode. The process is completely different.
