Though I’m more of an Iggy guy myself, I have to agree.Those are the two best koopalings right there.
Larry has an upbeat, fiery persona and I like that. Cool design too.

For me it’sLET'S MAKE A TIER LIST OF KOOPALINGS
S Tier:
1/2. Ludwig (crazy mad scientist persona who is hilarious in the Mario Bros. cartoon shorts)
1/2. Larry (underrated. Cool, slick design and has an upbeat, fiery personality)
I like both equally. I'm not gonna pick one atm.
A Tier:
3. Lemmy (coolest name aside from Ludwig. Typically annoying to fight though, but great design)
4. Iggy (cool design, and fun to play in Mario Kart. But since I grew up on Super Mario World as my favorite Mario game ever, his persona in SMW resonates with me the most, and dang... his boss fight is so boring lol. He gets better in modern games though)
B Tier:
5. Wendy (the biggest brat of them all, somehow. But, she is unique in boss fights typically and I respect that)
6. Bowser Jr. (annoying as heck but is at least interesting in Sunshine)
C Tier:
7. Morton (meh, he's very boring despite a unique design. Well, he's boring in the game. He's obnoxious in the cartoon episodes)
8. Roy (meh, stereotypical bully. He sucks)
