Not sure about characters with a new design getting an amiibo, but the returning veterans are definitely getting something new. There's no way you'd be able to train any of them unless you had an amiibo specifically for that character.New amiibos?

Technically Young Link has an amiibo already from the 30th anni Zelda line but he's need a Smash one too. At minimum, we're getting an amiibo card of Snake, Pichu, Ice Climbers, Young Link, Wolf, and Pokemon Trainer.

So since it's (presumably) confirmed not every stages will return, which stages can we assume won't get in?
For start:
Miiverse - Was basically Battlefield with Miiverse drawings occasionnaly appearing in the background, and the service has been shut down last year.
Sector Z - No need to have a second Corneria.
Mushroom Kingdom 64 - I don't see Sakurai making 2 different pipe animations for more than 60 characters.
Flat Zone (Melee) and Flat Zone 2 - We now have Flat Zone X which is a combination of both.
Although I think there's a decent chance we won't see Sector Z return, I wouldn't count it out for being a "second Corneria".Sector Z - No need to have a second Corneria.

There's enough differences between the two to warrant/justify them both. Sector Z was much larger than Corneria, and has potential as a 8-Player Smash stage. Visually, Corneria has been designed off Star Fox Zero, whereas Sector Z would likely retain it's Star Fox 64 design.

There was really only 1 "Smash Direct", usually there was a character trailer tacked on to the end of a regular Direct.I wonder when we're going to get the next Smash direct. I wasn't around for Smash 4... did they do them often?

This is exactly what I was trying to say, but you said it better.I wouldn't put much stock in newcomers getting revealed for Smash on important anniversaries for their home series.
We've never actually seen that happen for a newcomer before, yet people keep expecting it for some reason.
If you're going to look for patterns to make sense of things, make sure there's actual precedent for it, or you'll just end up disappointing yourself.

Some people have brought this up but we haven't really dived into what it means.I went back and looked at Sakurai's comments about Ultimate's early stages, and I realized that what we've inferred from his quotes was wrong. December 2015 is when he gave the first project proposal, not the first project plan. A project proposal is completely different from a project plan, and it doesn't signify that development was mapped out yet.
It's possible that the official planning didn't start until 2016, much like we had originally thought.
