That's true. It was originally pushed as the mascot. There's even a manga about Red owning a Pikachu and Clefairy duo. It wasn't the most serious manga though, Clefairy talked like the most cocky thing ever.

Mewtwo hasn't been in every game, though. I mean, Lucas was meant to replace Ness come Melee, but Ness came back for Brawl and 4. And Lucas even got dropped. The original 12 are doomed fated to come back to the fight every time.

Plus Pudding Pop is quite the Fan-Favorite over in Japan.
Mainly because it's Pink and Cute.

I've never liked pikachu nor can I name too many people who do (albeit, pika is extremely popular because of marketing and the reason stated above) but I cannot understand why they could not have picked another Pokemon that worked to the same effect. Any of the baby starters work the exact same way: they are very cute but evolve into powerful monsters. Like I said, Charizard is super irrelevant to me but his baby form would have made much more sense as a rep.
