Because Mega Man and Pac-Man haven't really changed their official designs over the years (aside from "Pacster" from the Ghostly Adventures cartoon, but that's an entirely separate continuity) like Sonic has.
I could understand why Modern Sonic was used in Smash 4.

It could have worked. I prefer his current design, but Classic Pit wouldn't have been that out of place.
Severely lacking in Simba, Wreck-It Ralph, Elsa, and quite a few others.

Oh please, Pirates of the Carribean deserves more than Jack Sparrow. Add in Will Turner, Hector Barbossa, Davy Jones, and Elizabeth Swann. Gibbs can be the Assist Trophy.
