It doesn't have to be new, but yes. After the first round, winner chooses the loser's character FIRST to give the loser a chance to counterpick with stage and character.

You PM me (or any neutral party) your opponent's character, and he PMs me with yours.

After the first round, the winner tells the loser (directly) who he wants them to use, then the loser tells the winner (again, directly) who the winner will use and the stage they'll play one. The easiest way to do this is through your profile quote in the game.

If they don't make a reasonable effort to get in touch with you and set up the match properly, then yes, they get DQed. I try to make this a last resort unless they're constantly signing off and on without saying anything, though.
