This could definitely go a few different ways. Know its not nessassarily direct competition but seeing Street Fighter & Mortal Kombat go with rosters just over 20 with longterm dlc support has me wonder if thats a new general direction we could see as well. Perhaps we could also see some sort of Kameo or expansion for assists too to help soften the blow of a much smaller roster.

Hadnt really thought at all about who would be next honestly, Certainly possible, can picture Alucard getting a chance. Not sure on the other fighter though, could stick with Snake or maybe try a fighter from Bomberman, Contra, Silent Hill or Suikoden.

Reasons
Because I wanted to give other veteran franchises a chance, I reduced Mario and sister series veterans to the bare essentials. In terms of newcomers, Waluigi is here for popularity, and Ashley is somewhat popular and from a recurring series.
For Legend of Zelda, there’s no newcomer that really grabs my attention as someone to necessarily add unfortunately.
Animal Crossing is popular, and Tom Nook is prominent, and he gets bonus points for being a funny meme.
I think DJ Octavio would work better as a unique fighter than Octoling.
Bandana Waddle Dee is a large request, so that’s why he’s here.
Pokemon is a complicated one, but Pikachu, Charizard, and Lucario seem to at least be the highest priority, and I‘d rather maintain Pokemon Trainer before resorting to solo Charizard. In Jigglypuff’s case, I actually think it’d still sneak by. Tinkaton is a placeholder.
For Fire Emblem, I went with the two most recurring ones in SSB and the most popular avatar in the context of SSB. I left out a newcomer because it’s been awhile since Engage came out.
Aegis is only excluded because of limited slots. Noah/Mio feel like their time would be passed.
Ice Climbers and Isaac are cases of favoritism, but I think I can justify them as the former brings a distinct playstyle, and the latter is requested.
Excitebike Rider is the best thing I can come up with at the moment for a surprise fighter.
I don’t know who would be the fifth most prioritized third party, but Steve seems reasonable enough with Bayonetta, Cloud, and Banjo being honorable mentions more or less.
Rayman has received non-playable content since For, and the Sans Mii outfit are popular.
If we do count last minute content, I’ll assume that any returning parent fighter gets their echo (i.e. Daisy, Dark Samus, Dark Pit, Lucina, and Ken), and I could see at least one of Jigglypuff, Falco, or Toon Link squeak by.

I decided to make another attempt where I have the roster at nearly Brawl’s size and one at Ultimate’s size. Also, I’ll include 11 DLC fighters, which will be four veterans and seven newcomers

Reasons
To make this harder on me, I decided to limit myself to 32 veterans.
From the 64 veterans, the only cut is Jigglypuff, which isn’t that unexpected given the developer’s attachment to the original 8, Luigi’s prominence in gaming, Mother’s ample amount of content in Ultimate, and Captain Falcon’s status as the SSB darling.
From supplemental characters, there’s not much to explain with Bowser, Peach, Ganondorf, and Zelda. I think Pokemon Trainer is worth having given what they represent in addition to their gameplay.
The other Nintendo franchises are pretty much the remaining relevant franchises plus Pit. I wanted to add a second Fire Emblem fighter, and Ike is both popular and a long staying SSB veteran.
Every Nintendo newcomer is really some mixture of popularity, legacy, and/or relevancy. Tinkaton is a placeholder.
I mostly picked Rayman and Lloyd for their non-playable presence in the series so far.
I still think echoes will happen, and I just gave veterans their returning echo plus two highly speculated fighters.
The DLC is not that interesting, but it helps build up on some missing prominent veterans, but the third parties may help add more interest.

Ultimate had 69 fighters pre-echoes, and I’ll give myself 12-14 non-echo newcomers.
There are some notable holes from my Brawl sized roster in terms of veterans, so I filled them out here.
Given the magnitude of the this roster, I feel comfortable saying that Jigglypuff, Falco, and Toon Link would make the cut, even if it’s last minute.
I want Ice Climbers here, but I think their gimmick still justifies their inclusion.
Mewtwo, Little Mac, and King K. Rool are popular in the SSB community.
More third party veterans could probably fit here, but I just went with 6 for base game. Bayonetta is a character that helps brisge Nintendo and Sega’s relationship, and Steve is a character that the developers cared a lot about.
Zero Suit Samus and Palutena seem important in the context of SSB.
I wanted one more Fire Emblem fighter, and I mostly went with Robin for his moveset.
Sheik could probably be excluded, but she has been here since Melee, and I like her moveset.
Wario Ware had multiple games, and Ashley is popular.
Isaac is here because I want him, but he does have requests on his side.
Sidon is a relevant side character from the newer Legend of Zelda games.
Because Engage was is probably less relevant for the development process, I’ll have Lyn for her popularity.
Excitebike Rider is just the surprise fighter.
Pikmin 4 is relevant, and Nintendo seems to value Pikmin, so I have Oatchi here.
For DLC veterans, I went with Byleth as he was my next choice for a Nintendo veteran, the Final Fantasy duo, and Sora.
I assume that there will be a promotional fighter.
I mostly went with popular characters and a couple side characters.
If this was biased, Amy Rose, Cloud, Sora, and Tidus would be base game. Rayman, Lloyd, Bayonetta, and Steve would be DLC, and I’d exclude Tails and Chosen Undead.

I said smaller roster before but I couldn't do it, so newish roster based on current ideas.







Echoes:


Lemmy is placeholder for Koopalings as separate characters. This gives Jr. color options. And they can have slight stat differences now.

Lucas and Ness their movesets are fused. Picture Lucas's U and D Smash, Yo Yo with Ness used as their tilts, and no Rope Snake. PK Flash is now PSI Rockin / PSI Love, but basically is a big huge blast like PK Flash anyway , but more functional like PK Freeze as quick edgeguard you name it. Best of both worlds type of attack that's new.

Falco is more a tradional clone like in Melee, he was most popular as one anyway. Blasters are unique of course and so is his height and jumps and speed as different as before like in Melee. He does this to "outshine" Fox. The Falco Shine kick is now an imput for Down B on both characters.

Dark Samus has more unique moves but still mostly clonish, but more Melee clone like Falco

Noteworthy is that Lucina and Chrom share the same moveset now. Still a sort of Marth-like character but with way more unique animations. Chrom's secondary weapon with spears is referenced and bows for Lucina.

Byleth uses magic, brawling and mostly the Sword of the Creator, and Ike uses the axe Urvan for certain moves as F Smash and Down Smash, maybe all Smash attacks with certain different inputs I dunno. Switch up with Ragnell for more speed and Urvan for more power by inputs or something. Like hold the attack button for slower and more powerful Urvan axe attacks and normal inputs for Ragnell which is speedier. This keeps Ike a tank, and hard hitter, but a more functional and optional one.
