Being iconic doesn't make you work as a playable character. Having a potential move set does.
Not what I'm saying. What I am saying is that because Pac-Man is so iconic, Pac-Man being playable in smash bros had to have been thought of and brainstormed by Sakurai and co for a while, even subconsciously. Like they had to have thought of it the same way they had to have thought of King Dedede, Diddy Kong, Wario, and Sonic pre-Brawl.
Of course, that doesn't mean Pac-Man will or won't be playable, only that Sakurai would have had a "head start" on his creative process with Pac-Man. Actually, I bet Sakurai had a "head start" on the Villager (trolling with those comments), Mega Man, and the Wii Fit Trainer too.
No, there isn't a chance for a Tekken character.
Sakurai stated that fighting game characters don't merge well with Smash.
While people may disagree about how true that is, it's a pretty big indicator we're not getting someone from Tekken if Namco gets a character.
I agree with this logic usually, but 3D fighters are a different enigma than 2D fighters. IMO there is no doubt Tekken characters would fit in a lot better than Street Fighter or BlazBlue characters.
Still, a Tekken character would not be my preference, but I do recognize there is a very, very, very small chance of them being playable in smash.
