Yes, I think it is most certainly time for an aesthetic change. There is no reason to have a bland rectangle as the roster selection screen. I would love to see something new and enticing.Why does every discussion turns around to Fire Emblem? It's like a cycle. Life, Death, Fire Emblem. And we haven't seen a new roster lately. Here's a question for everyone.
Do you think we could be seeing a new design for the character selection screen that isn't a horizontal rectangle? I think it would be a great idea to kind of change things up by redesigning the selection screen format. It should reflect the appearance of the current Dojo page, too (if that design is final).
Some examples of a new design could be a vertical rectangle, a different shape like a circle or pyramid, a split screen like Soul Calibur 5, or even an abstract design like selecting a logo opens up a window that allows the player to select a character (like selecting the Mushroom logo opens up a window that has the Mario characters).

In response to your Roster Layout question: I sure as hell hope not.There is a lot of potential for the 3DS as well as the Gamepad. Hopefully, they utilize both to do great things for Smash.
I don't know, I wasn't really content with Brawl's roster to be honest. I felt like a lot of essentials were missing. Sakurai picked the most important characters, but now that he has, some are missing (ideally). Which is understandable after 5 years of development in the industry. I honestly feel like Toad was the only iconic Mario character missing, but he is out for the count (most likely). Tingle and Waddle Dee come to mind, they are not the most important ever, but now that we have the necessaries, they make a lot of sense. Samurai Goroh is an overt exclusion.The only franchises on my roster with newcomers are Donkey Kong, Metroid, and Kid Icarus. (Not counting the return of Mewtwo & Roy). Should this be considered problematic, or understandable due to the massive amount of franchise newcomers in Brawl which basically gave us everyone we really needed.
In Tom Nook's case, though, the Villager would already be inspirationally-provided with most of the Animal Crossing themed move-pool to choose from, whereas Nook is left next to nothing. Surely we are over-looking certain aspects. Tom Nook from Animal Crossing is an extremely popular character that gets almost no recognition because most people think Villager is "it". However, I can see why you are drawing a blank. I have no idea what to expect.
