Naturally, given all the other threads, an Ultimate resdesign is the next logical step, IMO. Of course, just like those threads, even an Ultimate redesign thread requires a few rules.
  1. You can extend the base game fighter numbers to #1-#75
  2. Since "Everyone is Here!" is still a thing, you can only redesign the newcomer roster, including Echo Fighters
  3. Speaking of which, you can have up to 10 Echo Fighters, and only one Echo Fighter per series
  4. Even though this is given another year to introduce Fighters #71-75, you can't introduce characters from games released after 2017 in the base game, nor characters from games released after 2019 in the DLC
  5. You can have up to 2 Fighters Passes with 6 Challenger Packs each
My roster:

Veteran changes (existing ones aside)
  • Mario
    • Side B is now Tanooki Tail, which acts as Mario's take on Tatsumaki Senpukyaku
    • Down B is now Spin from the Galaxy games, which reflects projectiles
  • Donkey Kong
    • Spinning Kong is now Side B
    • Hand Slap is now down Smash
    • Up B now has Donkey Kong aiming a Barrel Cannon in eight directions
    • Down B is now a Barrel Throw (the barrels never spawn items even if items are on)
  • Link
  • Kirby
    • Inhale can now suck in and spit out non-energy projectiles
    • Side B is now Wheel, where Kirby rolls forward at high speed
    • Up B is now Hi-Jump, as depicted in Return to Dream Land
    • Down tilt is now Slide
    • Side Smash is now Hammer Flip
    • Up Smash is now Needle Attack
    • Down Smash is now Spark Attack
  • Luigi
    • Side B is now Hammer Swing, a slower take on Mario's new Side B
    • Down B is now Ground Pound, which causes a small shockwave on the ground and can spike opponents when used in the air
  • Dr. Mario
    • Megavitamins now deal either fire damage, ice damage or electric damage
    • Dash Attack is now the People's Elbow, which spikes opponents
    • Forward Smash is now an electrified straight punch
    • Up throw is now an uppercut
    • Down B is now Bandage Spin; faster, travels higher, and has heavy armor when used in the air
    • Jab 3 is now a low uppercut
    • Up air no longer performs a full backflip, replacing it with a short lingering hitbox
    • Side B is now Science Lab. where Dr. Mario throws a potion that either explodes, paralyzes or freezes opponents
    • Forward tilt is now a forward kick
    • Down throw is now a downward palm thrust with both hands
    • Down Smash is now an electric shockwave from both hands on both sides of Dr. Mario
  • Young Link
    • Young Link now uses the Mirror Shield and Razor Sword
  • Ganondorf
  • Pit
    • Pit now retains the Three Sacred Treasures as his Final Smash
  • Sonic
  • King Dedede
    • Side B is now Giant Dedede Swing
    • Gordo Throw is now Down B
    • Gordos can now only be sent back to Dedede by proper reflectors and ignores regular attacks and counters
  • Little Mac
    • Aerial revamp (though keep in mind, his grounded attacks are still stronger)
    • Aerial Jolt Haymaker can cancel into Rocket Uppercut
    • Rocket Uppercut goes higher in the air
Echo Fighter differences
  • Dark Samus
    • A fully charged Charge Shot now has Dark Samus fire three homing shots
    • Forward Smash now has Dark Samus fire a volley of bullets
    • Down Smash now has Dark Samus summon Phazon tentacles from the ground
    • Down B is now Phazon Seed, which inflicts Phazon, which works like a mix between ink and poison
    • Final Smash has Dark Samus turn into Metroid Prime, mimicking the second form's boss battle from MP1
  • Daisy
    • Neutral B is now Trick Shot, which is a special counter than only works on projectiles
    • Side B, Daisy Bomber, now inflicts the flower effect at the cost of more endlag
    • Down B is now Superball, where she grabs a random sports ball with differing effects
    • Final Smash, Daisy Blossom, now inflicts a flower effect that affects every opponent on screen
    • Dash attack is now a single hit
    • Forward air has an early hit and a late hit, the latter of which can spike opponents
    • Daisy inherits Peach's old throws
    • Forward tilt now sends the opponent horizontally and ditches the late hit
    • Up Smash now scoops the opponent at the cost of no more invincibility
    • The float is ditched in favor of a higher midair jump that works closer to something like Ness and Mewtwo's midair jumps
    • Down Smash is now a single hit
    • Down tilt trades its spike for less endlag and more hitstun
  • Lucina
    • Neutral B is now Dashing Assault
    • Side B is now Effortless Blade
    • Up B is now Dolphin Jump
    • Down B is now Easy Counter
  • Dark Pit
    • Side B now has Dark Pit use his Staff; much slower than the item but retains the same effect
    • Down B is now Gemini Orbitars, which deal greater knockback at the cost of no more reflector
    • Final Smash is now the Lightning Chariot
  • Dixie Kong
    • Dixie has a midair jump similar to Mewtwo and Ness, and can also glide by holding the jump button after a jump
    • Neutral B is Bubblegum Popgun; Dixie charges a bubble gum projectile that deals paralysis relative to its charge
    • Side B is Spinning Kong
    • Final Smash is Konga Beat, which works more like Barbara the Bat's Assist Trophy function but with paralysis
  • Shadow
  • Alph
    • Uses a single Rock Pikmin weighing as much as three of Olimar’s Pikmin
  • Glass Joe
    • Basically retains Little Mac's old moveset, with the only difference being a new Final Smash called "Vive la France"
    • More balanced grounded and aerial attack power, but everything else about Joe is worse
  • Ken
    • Basically, keep the differences he has in canon
  • Richter
    • Richter's Holy Water now travels in a straight line and deals aura damage
    • Up B goes up much higher but only deals a single hit and is much weaker
Vol. 1Vol. 2
  • Challenger Pack 1: Joker (76)
  • Challenger Pack 2: Hero (77)
  • Challenger Pack 3: Crash Bandicoot (78)
  • Challenger Pack 4: Estelle Bright (79)

I‘ll just list the newcomers for now (I can put use roster maker later, so it looks prettier)
Base Game
:ultinkling::ultridley::ultsimon::ultisabelle::ultkrool::ultincineroar::ultpiranha:Monster Hunter, Lloyd Irving, Isaac, Toad, Bandana Waddle Dee
:ultdaisy::ultchrom::ultdarksamus::ultken::ultrichter: Alph, Metal Sonic.
(:ultmythra::ultpyra:):ultjoker::ulthero::ultbanjokazooie::ult_terry::ultbyleth::ultminmin:ultsteve:Tidus, Amy:ultkazuya::ultsora:
With the extra development time, there should be enough time to make the strawberry Piranha Plant base game. I put Monster Hunter here as we have Rathalos as a boss, and for Lloyd, he seems easier to add than Kazuya, and he was probably more requested than a Soul Calibur, Dark Souls, or Digimon character.
Issac is here as he seems like a fun character, and he has requests to back him up.
I like Toad more than Waluigi.
I think there’s enough room to sneak in Bandana Waddle Dee.
I feel like Alph is a simple echo addition. I’ll also sneak in Metal Sonic. I had Toadette here, but I reread the rules, so she had to be excluded.
For the fighter’s pass, I’ll replace Sephiroth with Tidus as I prefer the latter.
Given that the Rex Mii was added early on, I’m fine with making Mythra and Pyra CP1, and leaving everything else the same.
This is an incredibly hot take, but I think Amy would be more fun to play as than Tails or Eggman.

My idea for a extended roster for ultimate with one extra year

The Newcomers
64- Inkling
65- Simon Belmont
66- Ridley
67- King K Rool
68- Bandanna Dee
69 - Paper Mario
70- Ashley
71-Skull Kid
72- Min Min
73- Incineroar
74- Sheriff
75- Geno

Explanation for some of the choices.

Sheriff - One of the last big retro reps that seems like a Sakurai idea and replaces piranha plant as the Surprise pick.

Paper Mario - The reason he is here over other Mario characters like waluigi or Toad is because he brings something not fully represented in Smash yet.

Geno - He would be the last reveal for the base game. A very wanted character like K Rool and Ridley since brawl and probably got a lot of Votes in the ballot.

Echo fighters
10E - Ninten
13E - Daisy
25E - Chrom
38E - Metal Sonic

Fighters Pass Vol 1

Joker
Banjo Kazooie
Pyra and Mythra
Terry
Byleth

Fighters Pass Vol 2

Ring fit trainer
Porky Minch
Dr Eggman
Rayman
Erdrick
Master Cheif

Decided to do another redesign, this time with my own redesign of every game's roster. I know, this breaks one of my rules of "no changing the previous games' veterans", but I mostly just wanted to make an alternate version.

Existing cast of newcomers/echoes remain as is.

#s 70-75 go to :ultpiranha::ultpyra::ultmythra::ultminmin:ult_terry::ultbanjokazooie: who are now base game.

:ultalph: gets in as an echo as originally intended. Shadow and Ms. Pac-Man also get added for a total of 10 echo fighters.

The DLC fighters who weren't moved to base game remain as DLC. I don't really care what order/which pass the new arrangements are.

This does leave 5 slots to fill though, which will be taken by some of the "runner up" characters that wound up getting Mii'd; Doom Slayer, Dante, Shantae, Bomberman and Travis.
