In terms of positives going for Bomberman, he definitely has high ballot demand, game history, and having immense distinctness/gameplay potential with utilization of bombs. All of these benefit Bomberman, all except Konami. With Kojima’s harsh treatment from the company, I feel that will greatly affect Sakurai’s POV on Konami, with him avoiding negotiation with them for the long term.
Even if by chance Sakurai is willing to get past Konami, I do not think Bomberman will be the second Konami character chosen. That choice will definitely be Simon Belmont, based on Sakurai’s notable history with the Castlevania franchise. I feel Sakurai will be content on Konami representation with just Simon/Snake and nothing beyond that. As cool as Bomberman would be to have, I feel Konami/Simon alone make him becoming a fighter for Smash almost an impossibility to me.
