The "hiccup" was fixed by me.Final Smash looks good, but needs work on (the most damage I got out of it was 22% and without decent knockback).
The WalkSlow animation is weird, since it hiccups at it's looping point.
AttackAirN leaves a graphic effect for a few seconds when you hit someone/something (don't know if this was your intension).
The added momentum with the aerial jumps is also weird, since it goes to much upwards.

:x Down-B isn't done yet. It'll put them in special fall.Also, Air Down-B stops momentum, which can be abused for stalling.

That code being something like, LA-Float[100] += 1.
And on the special move itself, you'd do something like:
If LA-Float[100] > 200
--do fully charged version.
Else
--do uncharged version.
End If
Note: you may need to tweak how much each subaction increases LA-Float[100], since if you use the way I described above verbatim, the fastest way to charge would likely be crouching and uncrouching repeatedly.

Yeah my Psycho cut kills at 150~% so that's pretty fine and unbroken.Psycho Cut is fine, just fine.
