Judging by the spikes on the hands and the blue aura, that's lucario on bottom. Next one up is ivysaur, facing out on either side. Based on that trend, next one above that is zard, can't tell for sure from the banner but it just looks like a neat graphical design of some of the pokemon already in the game.

Sonic R is amazing.

I love that game. Some of the most fun I've had with a racer tbh.

And the soundtrack is the best part of that game.
