The designers at Game Freak (Ken Sugimori?) clearly have a fetish with girl legs. Dawn, the B/W Female Protagonist, even May and arguably the other girls have short skirts/pants.

That being said, the style of the shorts is only troubling if you make it so; I think of them as one pair of pants with two layers (kind of like some shirts are). All the fan-art otherwise is making that a tough stance to keep, though.
