olimar is perfect for Brawl. end of story
the thing is, i disagree with your b moves....
heres mine:
b- Big Punch his quick, big punch, deals low knockback
side b- pik hit: swings pikmin at foe. medium knockback.
up b- Dolphin: rocket blast. high knockback, hard to hit though.
down b- pikmin pluck: picks pikmin.

Nice, only one I really disagree with is his neutral B.
I came up with my own moveset, and I think the moves would work well together, and incorporate Pikmin AI very well. (I wanted to use ultra bitter spray, but I'll take it out, because I heard rumors that its an item, so Ill just assume it is.)
B - Whistle (Slight damage in a wide or small radius, depending on how hard the button is pushed and held, also calls back any Pikmin to Olimar's side caught in the range of the whistle.
B> - this is the only one Im not sure of. I think throwing the Pikmin should not be it's own move. I had this reserved for Ultra Bitter Spray, but that might be an item, so maybe a pikmin charge, in which all the pikmin on the stage near Olimar charge forward in a straight line, with very high knockback. Hey, I like this actually.
B^ - The dolphin. Olimar transforms into the dolphin (At least thats how it would have to look) and it rockets upward. High damage, good recovery move.
BV -Pluck - Olimar plucks a random pikmin from the ground, and holds it in his hand, much like Peach's vegetable move. The Pikmin can then be throw, and when it lands it attacks the nearest enemy. Up to 5 Pikmin can be on the stage at once.
Final Smash - I just really love the idea on the front page. The dolphin swoops down (yeah, its a recovery move too, but that doesnt matter) sheds a portion of the stage in a beam of light. Enemys caught in this are stunned for 5 seconds. The dolphin then drops 5 yellow pikmin carrying bomb rocks, who then kamizake into the stunned enemys or the nearest enemys who are not stunned.
Those who say if it's in one move it shouldnt be in his FS, mario uses fire in both his B move and his FS, among others.
