Good morning, everyone. I'm Kewkky, a pretty old Melee/Brawl player who only started getting serious after Brawl came out. I'm a Kirby/ZSS mainer, used to mod the Kirby Melee/Brawl forums, lead the Brawl Kirby community in regards to competitive Smash discussions, and have been a part of the BBR BackRoom for almost 3 years now. Today, I'm here to invite you all to participate in a project I'd love to oversee: a public-voted tier list.
In the past, we've had many occasions where the public was asked to cooperate for BackRoom projects (such as the very infamous MK Ban topics), which have all mostly ended with a sour taste in a majority of people's mouths. This time, however, I will make sure the community actually feels like they were a part of the process, that their opinions do matter. Current discussion in the BBR about the next official tier list veered off in the direction of whether or not ask the public their opinions, and who would oversee/manage such a project. This would be so that we get a clearer vision of how the community views the current metagame, and not just us. For that, all valid votes from the public community will be conglomerated, added and averaged out to form a 'community tier list', which we can and will use as a reference when creating the actual Official BBR Tier List v8.
The purpose of this thread is to collect and compile the community's personal tier lists, and see where the metagame stands right now. This data will be used to influence the BBR's Tier List v8, however it will not be the end result. I can say that we WILL take into consideration major differences that the community may have with our own tier list, and the minor differences will be looked over. So just to clarify, your votes will have a purpose, so please do not hesitate to state your opinion if you believe yours to be valid.
As to the formatting of your posts, simply listing all characters from 1 to 37, utilizing all the characters from the Tier List V7 thread except for Sheilda (who will be fixed in place directly above Sheik), will be enough to be considered a vote. You may split them off between tiers if you'd like, however all I really require is the list itself (dividing between tiers adds a dimension of complexity to compiling votes). Additionally, you can only vote a character a maximum of 9 places above or below their current tier list placement, a restriction that will also be in place for the BBR votes. Finally, use this thread for votes only and keep all discussion in the topic for v7. Everything not a vote will be removed and possibly infracted.

Assume the APEX 2013 ruleset (since it's been fairly popular for quite a while, definitely affected the metagame).

EDIT: I will stop collecting votes and close the thread sometime between 2-3 weeks, since the BBR Tier List V8 is expected to be completed around April. A more concrete deadline will be given later on, so feel free to submit your votes whenever possible.
