I think the list would be more accurate if it was based off of recent tournament results. It would also be easier to update, because as of now, there can be a heavy biased on who goes up or down.

For instance, I could beat Justin each tournament I go to, but if the panel still feels I dont have adequate skill, I would never place or move or down.

But if you're analyzing each tournament, and its brackets, and you see players beating players on the list, then you could adjust the list accordingly.
