Actually no, Roy "deserves" his spot more then Chrom completely, if we look at what his game did for the Fire Emblem series.I think we had enough "spot" discussions during the speculation era.

His game was the game in the series on handheld console. His game brought FE into the modern gaming world, streamlined a lot from previous titles and introduced support conversations to FE.
So honestly speaking Roy "deserve" his spot completely. Yeah sure Chrom is in the game that saved the series, but its arguable if he's really the main character, since he share the spotlight with Robin.
Actually Burb interesting bit of trivia for you, Anna is more Fire Emblem's Equivalent of Tingle. Impa in all the Zelda games she appears in has a highly important story role e.g.:Being a re-occurring character doesn't automatically make you smash viable.

His game didn't do anything really, the first game to be released on the West was what was titled here as "Fire Emblem"

7 8 11. 7's only flaw is how long it takes to do supports if you ask most fans, 8 has a world map and grinding, and 11 is Marth's game remade...But it's not that good to other games in comparison. In terms of story for most Zelda games, if your going for a minimalist run, most of the time Tingle is not required to interact with.
