I get that, but why did they both just stop, stand there, and do nothing? The only time I've seen something like that was in Smash 4 at Evo, and that seemed to be because both of the people involved had been harassed the entire time for playing as Bayonetta.

Puff is an extremely difficult and frustrating matchup for many characters, especially at a top level and extremely unconventional to fight. It's why the "Ban Puff" mentality exists to begin with. ICies player probably felt like whatever they did, there would be an answer for it and that it was simply too much of an uphill battle.
