Turles is the Arc Villain between Freeza and the Androids; as part of the What-If (though it's not the crux of it), Turles and his crew have been amassing power using the Tree of Might to get revenge on Frieza, but now that Frieza is dead they figure "Hey, why don't we fill in this power vaccuum?" and come to Earth to test their might against the man who beat Frieza, though Goku is still on Yardrat.

The cast has to deal with The Turles Crusher Corps without Goku's help (and Turles is as strong as Final Form Freeza); it's where Vegeta becomes a Super Saiyan (because "Blah Blah Blah I'm the Prince of all Saiyans and I shouldn't be getting my **** rocked so hard by a low-class warrior!").

Spoiler: Other tidbits

Nappa and Raditz are alive because in this version Vegeta actually gives a damn about the guys he spent 20 years working with (Vegeta spared Nappa on Earth and asked for Raditz to be brought back while they were resurrecting people en masse); Tien, Piccolo and Yamcha can use the Kaioken, though only Tien can use the Spirit Bomb out of the three. The Saiyans, Frieza and the Androids are generally weaker so that the Humans can actually keep up (example: the Super Saiyan transformation is only a 10x multiplier).

It's not exactly a simple "What if X?" deal, it's more of a "What if X, Y and Z?"

It's complete with the whole "Drowning Pool AMV" trend that was super popular in the mid-late 2000's. I also recall seeing fan pics of what the PS5 and Xbox 720/1080 would look like back in 2006/2007. Those were the ones with the super detailed controllers with like 40 different buttons on them lol.
