He is in charge of the International Police Force and took on a variety of dangerous missions. Probably give him some weapons and his faithful Growlithe companion.

I was overleveled at the time and stomped Ilima's whole team. So I couldn't experience how strong his Smeargle was. A tag team with it wouldn't be that bad though.
