trouble is we’re all looking for a surprise character now and as we all know it’s hard to surprise people when they’re looking for a surprise
We might be expecting one, but that wouldn't make the character any less of a surprise, considering most wouldn't be able to figure out which character it would be. Anyone that's not among the most commonly discussed characters could still be surprising.

Fighting games like Tekken feature more realistic violence than a game like Project X Zone or Smash Bros., that may be a factor as to why him being in PXZ2 was ok.

It was the producer, and my take from the interview was more so that they are not interested in perusing crossovers themselves, but if the right offer comes to them it will be considered. Yeah, Smash is a fighting game, but it's worth remembering that it's also playing the role of couch multiplayer party game. People go flying with every hit and explode into colorful confetti effects instead of bleeding or recieving visible wounds. Nowadays it's grown a bit more violent, with characters like Ridley and Kazuya getting pretty brutal, but it's still enough to stay within the bounds of E10+ (Which ironically places it lower than what it was in Brawl and I think Melee). Hell, I think Nagoshi once said he'd be up for Kiryu in Smash if given the option, a little before he said he didn't want Kiryu in fighting games. My assumption (which may be wrong) is that he seemed to see Smash as separate from most fighting games, where it comes off more as goofing around versus a violent bareknuckle fight.

For Smash 6, Should guest third parties be limited to one franchise or even one company each?

Each guest franchise should be restricted to only having a single fighter per series - No Echo Fighters, no second characters, etc. By limiting each guest series to only having 1 fighter, it encourages the inclusion of other unique franchises. For Capcom, this leaves room for a Monster Hunter or Devil May Cry character, instead of an additional Mega Man or Street Fighter character.

For Square Enix, this leaves room for a NieR character, instead of an additional Final Fantasy character.

That means all secondaries like Ken, Richter, Sephiroth are cut for something like Dante, Bomberman and 2B

IDK, dude. I think that would do fans of certain characters dirty, especially after Sephiroth broke the mold. Smash getting characters like Shadow, Alucard, and Chun-Li shouldn't necessarily discourage the inclusions of characters like Arle, Dante or Bomberman.

Nah, that’s an arbitrary restriction.

There should be as many third party characters for each company as Sakurai thinks is necessary.

Considering the fact that Sephiroth is my favorite Smash character, I’m going to have to disagree with that. Besides my own bias, I just don’t think any kind of hard limitation is necessary. While I do appreciate variety, if a character is popular enough and would make enough people happy if they made it, I don’t think they should be disqualified just because another character from the same game is already in.

Concurring with this point. Ken has enough differences to be charitably called a semiclone, but even then he shares a lot of properties and (I believe) his skeleton with Ryu. And Richter? Aside from a single property change for Holy Water, he's just about as clone-y as they come. Snipping them won't free up many resources, and certainly not enough for a whole new fighter.

Seriously, I feel like it will be hard to pull off an unexpected character given how ridiculous predictions can get, but then again, we got Piranha Plant as a playable character, so I'm sure they can find ways to surprise us.

I think what made Yakuza/Like A Dragon one of SEGA's most popular franchises is not only its modern-day Japanese crime setting, but also its blend of genres (action-adventure/beat 'em up/RPG).
