I don't think claiming Cloud was the winner would've been more believable than Bayonetta. Literally no one was expecting Cloud, not even people like me who actually wanted him to be playable way before he got revealed.
I disagree. No one expected Cloud to appear due to being 'Sony oriented', but no one can deny that Final Fantasy is a hugely popular series and, amongst all the characters in that series, Cloud is clearly the most popular character in that series and even amongst all RPG characters.
Sakurai himself said that amongst Final Fantasy characters Cloud was the most requested and Cloud is also amongst the most popular character mods for Super Smash Bros. Brawl.
It would have been completely acceptable for people to accept that people who didn't believe in so-called 'Must be Important to Nintendo' would have voted for Cloud, since, quite honestly, that was the ONLY reason people ever used to say Cloud wouldn't appear in Super Smash Bros. and thought he was unlikely..despite having Solid Snake, who people would say only got in due to Kojima..which was essentially true, but still broke that so-called 'rule'.

No problem. It was a..difficult..time to be a fan of Smash. If you dared bring up a character that wasn't Shovel Knight, K. Rool, or Shantae, people would often try to shut you down.
I literally was blocked on Twitter by Josh Thomas, prominent YouTuber at the time in regards to Super Smash Bros. 4 content, for daring to tell him that King K. Rool wasn't a sure thing for the Smash Ballot Winner just because a bunch of Western-based, Fan-Centric Polls said he was amongst the most voted for.
People also tried to say that the DLC characters we got (Mewtwo, Lucas, Roy, Ryu, Cloud, Corrin, & Bayonetta) were only chosen because they were 'easy' to use because they could use existing characters (Lucario, Ness, Marth, Ganondorf, Ike, Marth(?), & ZS Samus) as 'templates' based solely on Cloud & Bayonetta's early data in the code (unnamed) being copies off of Ike & ZS Samus'..so, well true that existing characters were used as templates to make development easier, they just assumed that was the only reason they got in..which has a small basis in truth since that's the only reason we got Ganondorf in Melee since Sakurai said he was easy to base off of Capt. Falcon.
Nobody expected Joker, and nobody would have been talking about Hero or Terry before they were rumored, so I gotta agree. Nintendo's been going for the deep-cuts so far, and I don't expect that to change, tomorrow.
While I was waiting for the Midnight Release of Super Smash Bros. Ultimate, I literally said 'I'm expecting Sora, but I'd also love a Persona character like Joker, but that'll never happen' literally a half hour before Joker was revealed during the Game Awards.
Now I'm saying I'd love Senran Kagura's Asuka to appear, but that'll never happen..lets see if lightning strikes twice (it won't..I'm just making a joke).
