I think there's definitely room for evolution in the series. Uprising takes very little from its roots as a platformer (gameplay wise), so an Ice Climbers revival could be anything.
I'm just spitballing here, but how about this:
Ice Climbers: Sub-Zero (or some other silly subtitle) could be an 3D Action Platformer with minor RPG elements where you trek up mountains and into caves. Sometimes it's to escort an NPC to a certain location, sometimes it's to find treasure, and so on and so forth. You can take a party of four (the main character can be played as Popo or Nana), and fights take place in real time. The game would best be described as a cousin of Super Paper Mario, but with a tremendous focus on action sequences and quick platforming. Partner moves would have a large presence, with certain areas only being reachable with your Ice Climber partner present (belaying, lifting up your partner, catching partners if they're in danger of falling, etc.). New party members could lend new abilities, and the extra party members could be Nintendo characters from similarly themed games (Balloonist, anyone?). New weapons and equipment could be acquired, modifying the real-time batlle performance of characters. The story would be whatever, blah blah blah evil force at the top of Icicle Mountain, blah blah blah.
