First circuit is an operational amplifier (commonly known as op-amp) system being used. The output of the amplifier is also being fedback into the input. Its actually a pretty basic circuit in EE.

The second one is just 2 amplifiers in a circuit and in a slightly more complex fashion. Though, I hate electronics so I'm not sure what that really does.

It doesn't do anything, it's a joke. One of the opamps is backwards, so it cancels the other one (visually).

Hence the "wait a second" in the corner.
