Do not question how the panelists form these. Please just blindly and aimlessly trust how they are formed without any basis as to how they are actually made. We try to use the same system as the melee PRs, and it's always a very tough decision. Some bros outdo other bros under certain circumstances with varying bro-like behavior and vice versa.

on a more serious note, this is supposed to be a good thing to call everyone bros guys. IMO there is very little difference between the 1 spot and the 10 spot.
