Pencil (Outline sketching for full out shading, depends on your preference)
Eraser (Sadly no Pinkie Pie Colored Erasers, they ruin with pink smudges)
Pen (If you want to darken the outlines)
Scanner (A must for online-- unless you want to take a picture using a camera)

MSPaint (Casual Windows-User editing)
or GIMP or Paint.net (If you want to go fancy)

DeviantArt account (Full sized pictures with the bother of providing a link)
and/or Photobucket or w/e (Direct image display)

Scanner... I think I have one. But I have a laptop so not sure how that'll work.
Luckily I have GIMP 2 and know the basics, some of my images I've made myself is now around the internet.
I have DA and Photobucket.. though couldn't I just use Imgur or something?
