Not going into full detail because this is totally not the thread for that, but...
NSpecial: Flame Burst (Chargeable, storable bullet-shaped fire projectile that explodes on contact with a foe or solid surface, dealing additonal damage over a wide area. If fully charged in one go, becomes Inferno, a spinning double helix of fire that travels incredibly slowly for a very long distance and deals massive damage and knockback on hit, but does not explode.)
SSpecial: U-turn (Charges forward head-first and bounces back if he hits a foe, shield or damageable object, dealing low damage and minimal knockback. Might also have intangibility frames for a moment on the rebound. Goes into helpless fall if he misses, but good for combos and safe to poke with because he can't be shield-grabbed.)
USpecial: Flame Charge (Retains previous momentum while charging, then blasts off, adding momentum in the direction the Control Stick is pressed. Retains momentum after the move ends, allowing him to use it to run faster or just generally do weird momentum tricks. Goes into helpless fall if he starts and ends the move in the air.)
DSpecial: Searing Shot (A Falcon Punch-like area attack with a central explosion that spits out small fireballs in multiple directions. Slows Victini's fall during startup in the air.)
Final Smash: V-create (Traps foes in front in a 3-dimensional spinning V, then backflips away, charges forward and explodinates them just about how you'd expect him to.)
Jab combo is two Headbutt attacks followed by Ember. FTilt is Psychic, DTilt is Confusion, UTilt is Telekinesis, FSmash is Zen Headbutt, USmash is Fire Blast, DSmash is Psyshock centered on Victini, NAir is a spinning attack similar to Lucario's NAir but spinnier and with fire, FAir is Fire Punch, DAir is a fast-falled Fire Fang with a spiking sweetspot, BAir is multi-hit with Flamethrower, and UAir is a generic juggle aerial slashing the foe with Victini's ears. Dash Attack has Victini leap upwards and slam down on the foe with Brick Break. Short horizontal range, relatively long and telegraphed startup and low damage, but the leap up during startup could be used to evade attacks and the low endlag could start combos, and it does a truckload of shield damage.
