You are both right. Reason being, it's hard to use 'same universe' for the whole Mario series, it just doesn't make sense. And I will agree that Paper Mario is Mario.

Maybe... Paper Mario was based in the past, where the world was more connected, Star peoples, and Goombas, Koopas, all were more... connected in the great circle of life. :O
Then, then... Everything went to sh*t. And the mushroom kingdom became an overthrown, desolate wasteland, and Mario's playground. "Infinite potential."

Yeah, and clearly Mario Galaxy is a different universe too. Partners in Time is also a different Universe and so is Mario RPG because Peaches castle is always changing. Just because certain characters or enemies aren't featured in any other game, doesn't mean it's an alternate universe.

It's a ****ing children's game that doesn't rely so much on continuity as most other games. The very same Mario had all of those adventures.

Paper Mario is an unlikely, though I suppose not impossible, character in the first place. Can't we just look forward to tonight's picture of something other than a character reveal because random Wednesday character reveal is unprecedented?

In anywhere from 5 minutes to 6 hours. But more likely about 20 minutes.

True, Sticker Star tried to implement the main series into the Paper Mario series. Which gave us one of the most disappointing sequels. However, in all the other ones, the flower does all the work.

If Paper Mario can shoot fire-balls in any one of his games, that is enough precedent to warrant the move, not that Sakurai needs such.

in all those examples mario is not a different form. paper mario is literally paper. please explain how he goes to paper to real to paper. its a different universe man.

This is a Goomba. Goombas are what you'd call "small fries." Actually, they're pretty much the smallest fries. ...Hey, wait! I'm one of 'em! You can jump on them or whack 'em with the Hammer. These guys are old school. They've been around since you were in Super Mario Bros.!

That is assuming if Sakurai decided that he should have fireballs in his moveset in the first place. I agree though, it justifies the potential for that move to possibly become a part of his moveset.
