You could make him a 0/something creature with double strike. A lot of his moves combo or have links, they just deal very little damage and it's hard to finish if they're not a FFer.
Roy's counter works on a lot of items and random stuff. I think because of this, the first concept should beat damage from any source. If he was a 2/1 with that change, I'd probably pick him mid-pack just because he'll trade with a bear early on and work like an expensive, crappy Whipcorder in the late game.
