I think people might like this. These are offsets to floating points that control a move or article. These offsets are for ntsc samus files. I'm pretty sure, though, that the offsets would also be fine on a PAL file.

I figured out more of these for samus.
Charge Shot
3620 - Charge time. Higher value = slower charge. Unsure of ratio.
3624 - Recoil from charged shot (air only). Negative values send you backward, positive send you forward.
3628 - Frames between change in charge level
362C - Anything other than 0 makes you go to special fall
Missile
3630 - Frame buffer between tilt and smash missile
Screw Attack
3640 - Horizontal momentum added on with no control
3644 - Aerial control
3648 - Air friction?
364C - Aerial vertical momentum
3650 - ?? (read on start of fall)
3654 - Joystick sensitivity to turn around during startup
