A Pikachu that knows how to use Skull Bash in momentum cancels will survive pretty long horizontally.

So how good is the cape **** on Pikachu's DSmash? Is it good [since it traps the opponent] or is it worthless [due to the multi-hit aspect]?

Worthless. Most good players SDI out of Pikachu's D-smash by the third hit. You're better off Cape ****** with something like Pikachu's U-throw. Reflected Thunder shenanigans are also kinda useful for walling opponents (since reflecting a projectile makes it do more damage/knockback).
