Mkay, so I've figured this much out:

NU to OU changes will be extremely easy to do once I bother doing them.

Inserting new Pokemon will be a challenge. Something is stopping me from allowing easy access to new Pokemon. If all else fails at the worst you'll have to type in a SmashCAP's name to get to them.

I'm not entirely certain this will work out.

At the very least we'll have the NU to OU changes, but it seems like a rather ridiculous task at the moment to add new Pokemon. There's some mysterious force that's preventing things from going through.

If I am unable to add new Pokemon, then I'll be forced to resort to replacing Pokemon to include the SmashCAPs.

Replace mid-section NFEs that aren't used (and aren't expected to be used) in NU/UU and the NU of LC. I'm pretty sure Combee and friends are rather dead set into NU.

I decided to download this now. The layout's quite nice.

Personally I have no problem with whatever you decide to call it, so long as it's unique. I don't care if you replace any Pokemon either, seeing as I'm not likely to be using gimmicks often/at all.

Yeah, but at the moment nobody knows how so UltiMario is just replacing useless Pokemon with the current two SmashCAP.

Also, Rockem, I think of NFE's as Pokemon like Pikachu, Bayleef, etc. Little Cup Pokemon are basic stage Pokemon.

-See the NU to OU changelist. Driven to insanity by doing this so I have an excuse for not putting it here.
-Combee has been replaced with a fully functioning Lilibelle. The only SmashCAP we've ever actually FINISHED.

Put this in your C:\Documents and Settings\[Name]\Pokemon Online\db folder. Delete the pre-existing Pokes folder there first.
