Yes.
If you shield Marth's UpB, you can jab right as he's about to hit the ground and then proceed to fsmash or rest.

Jab can be seen as a baiting technique.
When you're not close to your opponnent just hold A and let Jigglypuff jab away. It basically says "Hey, I have a ****ty jab, come at me bro!" and then the opponent loses respect for Jigglypuff and charges at her without thinking and then you attack back. I remember woody did it alot against me in our friendly matches(I wasn't playing as Jiggs he was) and it got to me LOL.
