Belly Drum + Milk Drink. I think that Miltank learns both.

edit: it doesn't, unless Belly Drum is a TM from G/S/C or R/B/Y. But it could still have to do with Miltank.

It could also have a link to the Regis somehow, seeing as Wailord and Relicanth are needed to unlock their caves.

There also seems to be a bit of reference to old/ancient things. Charizard is based off a dragon (although I'm not entirely sure on the GBC reference), Lavaridge is near a volcano (which tend to be pretty ancient), the warden was old as ****, Wailord was a key to unlocking the Regis; which were ancient, and a Coelacanth is also known as the 'living fossil' for a reason.

Although there's also a reference to fire, fighting, and a small reference to water, so I guess that really doesn't help much.

You probably did what I did, and miscounted 2 of them as '14 chars' and assumed since they were all the same thing - they were all 14 chars.

I had to count a 3rd time (triple checking ftw) to realize they were 13 chars, not 14.

well, Charizard has many similarities to a European dragon. Two arms, two legs(or four legs - the arms), and two wings, ability to breath fire. the only thing not corresponding is the lack of scales, was there a famous European dragon that had no scales? perhaps that is the answer to "charizard".

Charizard is meant to have scales it's just the Japanese style artwork doesn't depict it.

In Pokémon Stadium's boxart you see a distinct scale pattern on the back of his neck.

Drought - Learned only by Groudon. Summons permanent sun, increasing Fire moves by 50% (eluding to Charizard and Flannery?) Groudon is red (eluding to Red version?)
Warden ...Gold - Gold Teeth or Strength. Also HM04 Strength... (aluding to Flannery being the 4th gym leader in Hoenn)
Hitmonlee not on drugs - Jump Kick. Learns Jump Kick at level 16 in RSE (same gen as Flannery, compared to Lv 13 in DPPt)

Months ago? Really? I think it's worth another shot. I mean, I'd rather bank on unreliable facebook rather than trying to solve a riddle this impossibly vague. I suggest that you go to the smogon forums though, where there will be LOTS of pokemon experts far more adept at being able to help you with this type of riddle, and probably more interested in trying to solve a pokemon based riddle.
