the way i pivot (which i guess has been labeled "dash-pivot") is to dash in one direction, dash the other direction (as if i was starting a dash-dance) and time hitting A with the one frame where marth is in the standing position. (it sounds harder than it is.) it is possible to use this method in your first turn or during a DD.
i haven't taught myself how to do the flick method, but i can pivot any smash (though you can jc the usmash and CC the dsmash), ftilts, and jabs using the dash pivot. in terms of pivoting the u and d-tilts i haven't been able to do that with dash-pivot, at the very least i think it would take really fast fingers and ridiculous timing.
