It is, but get together a good group of dedicated players, play on a regular basis, analyze vids and other stuff available on smashboards, get your important ATs down, and at least occasionally go to tournaments and you'll become at least reasonably good, it's just a matter of time.
As far as ATs go, the only ones I recommend getting down immediately is SHFFLing (components and together) dashdancing, JCing (grab is the major one, but all up-smash), crouch-canceling, and run-canceling.
The only hard one there is SHFFLing (unless you play Sheik, DDing is a b****).
From there, get a good grasp on the basics, your next set of skills should be wave-dashing, wavelanding, and working on DI and spacing in general. From there, character-specific skills generally.
It's got a high learning curve, but give it time.
