It's not legal because of the weird messed up ceilings which can make for super easy stage spikes. And also, otherwise difficult movement around the stage (you can't pass through platforms). At least that's why I would guess.

If you allow gay CP then the best 2/3 matches basically become whoever whens on the Neutral.

PS1 has weird ceilings that stage spike you (Windmill), horrible ledges, transformations that allow infinites, and overall is just worse than Lylat. Taking 20 minutes to learn Lylat will usually not affect you, and it's bad for very few characters, which can still just strike it off right away.
