"Bedevil a Deviljho" is what the hunt a deviljho one is called on the tundra. You need to clear "Echo Location" to get the quest to show up in your list. If you aren't to 5-star quests yet and want to fight him I suggest fighting Crimson Peco and abandoning if he doesn't summon jho. When Jho shows up dungbomb peco and kill him after you are done with jho. No idea what cat you are referring to.

yeah, it's the HR 7 urgent. My group wanted to finish it up so we can just start raising our HR up. We only did one cause it was late, but the person who did it jumped up to HR 35.

Your HR points are counted whether or not you are to 8+, which I guess you just discovered. Doing it reaps little benefit, though you do get a purple name when you hit HR 100. Still HR3 here but I'm almost 100% on the village. Just the Mark of Heroes and Alatareon left.
