Several chars can stop it. Plus, its not like jiggs ledge play or stalling is hard to deal with. MK/GW/Pits are hard but LOW TIER. No way.

Clearly, you have honesty never tried hard enough to ledge camp with Jigglypuff. The only character that might give her trouble is Lucas.

Samus/lucas can stop it, I know that for sure. The rest i dont know. As for me abusing it with samus, i did at whobo 2 and i may do it again, just depends on how bad i wanna win(i have a conscience sometimes)
