I don't think Peach's FS just works on opponents whose feet are touching the ground. I believe it works on everyone regardless. If it was useful just against ground opponents, it would be more of a waste than DK's FS.

Does this update confirm another Mario stage that would act as his primary stage such as a Mario Galaxy stage?

He's at Smashville where as every other character is at their own respective stage.
