So, what's up with Olimar only taking 17% damage from Snake's Ftilt, when it's supposed to deal 21%?

It's not just Olimar. I've seen Snake's ftilt randomly do 17% a number of times when it was at full strength.

Spam, F tilt does 18 (I think it's 18 not 17) in the air if you hit an airborn character with both hits (2nd hit is all that matters I think) of F tilt. Instead of doing 8 + 13 it does 8 + 10, but you should recheck that in case I'm mistaken.

this is the opposite of GW's down tilt, which does 9% to airborn opponents I believe and 6% to ground opponents.
