To add to that, I was recently listening to a podcast by Papagenos in which he had on PushDustin and Twitch streamer x45x:
"Just because the game is being cooperatively developed with Namco Bandai involved, that doesn’t at all mean that they’d be given any special consideration for having characters in the game," Sakurai said. "Smash Bros. can still be considered as an all-star collection of Nintendo characters. Just like with Mega Man or any other third-party character, it would have to be a very special situation."
At 1:06:20, they start talking about how Nintendo uses 3rd party characters to deepen relationships with their respective companies.
PushDustin suggests that since Nintendo has such a close relationship with Bamco (Nintendo even owns over 3.8 million shares of the company), they have much less to gain from adding a character from their company than say one from Square Enix. This may even explain why we've yet to see a playable Koei Tecmo rep.
I believe all of this is quite probable, and is at least ONE of the reasons a character might not be considered.
Honestly, if a company is going to only have one character, it really can't get much better than freaking Pac-man.
