I do not really have any logical reasons that could be attributed to this mentality. I just arbitrarily believe that circumstantial instances of gender-swapping characters such as Wii Fit Trainer or Villager would incite more interest in developing Robin. Her aesthetic diversity might actualize into something relevant, I am not insinuating that Chrom is "too bland" or that his blue hair is an obstacle. But realistically; Robin objectively offers much more, her potential is more blatant than Chrom's potential. Sakurai seems to like avatar-esque characters as well; Villager and Pokemon Trainer, in this instance, as they represent something much more significant.
I was going to add more into this post, but I could not find a way to phrase my perspective. I am just going to attempt it because after rereading my post, it implies that I find Chrom to be clone material or a redundant character which is absolutely not the case. If Sakurai goes into development with Chrom, he is probably going to do something similar with Wolf. He altered Wolf's personality and stance to make him more primal and aggressive. He; more likely than not, went into the development of the character with a mentality that he had to change Wolf drastically to ensure that he would not be interpreted as just another space animal. The same could apply to Chrom, he might go into the developmental process believing that he has to make sure that Chrom shares very little with his preexisting counter-parts. Whereas with Robin, he would not have that same problem. He would not necessarily have to change anything or ensure that she functions differently. She already does that, the work is already done. As many mentioned previously, each character on the roster offers something unique. It is difficult to discern what Chrom might offer. That is not the case with Robin.
Again, if Sakurai approached Intelligent Systems, I am more than positive they would advocate for Chrom. I actually want Chrom as a playable character myself. But it seems like Sakurai would be more focused on a practical addition.
However, I will admit that my suspicions are probably unfounded. As we approach launch, I doubt all of the characters that I support. It is just that when I think of Robin, I can envision her on the roster, on the selection screen, and in the game. It is more challenging to fathom Chrom in an equivalent fashion.
