I'm still going to say Tom Nook is unlikely at best. Just because an assistant from the game became an assist trophy, doesn't mean he's going to appear as a playable character. I'm trying to be realistic here. Again, why would a franchise that was considered to be "too peaceful" for Brawl suddenly get two reps in this fighting game? Animal Crossing is fine with just one rep, like Pikmin, Wario, F-Zero, and Yoshi.
Sales and popularity only give AC more merits to have a 2nd character, and that is up to Sakurai. It's not for the sake of sales.Tom Nook could have elements from SMB3 being able to fly with his tail and with the ability to into a statue. Being able to throw random furniture that at first turns into a leaf just like in AC, then pops out like Dr. Wright's Building.
There's a lot of potential for Tom Nook that no one else currently has.

It's one thing for Villager to use balloons, an item found in Animal Crossing, while referencing another series, but why pull such odd abilities like flight and statue-fying when that's not something Tom Nook ever does or is in any way associated with? The furniture idea is pretty good for one special, but how does that translate into an entire move set? What would Tom Nook do for standard attacks? Punch people? Compared to the Villagers use of items, that just seems bland and uninteresting.Like I said before, uniqueness.

Yeah, I see it happening as a plausible possibility considering the fact Villager borrowed an element from Balloon Fighter.How so?
