That's not even close to the same differences between Falcon and Goroh. Pichu and Pikachu are the same types of Pokemon and can perform the same attacks.

It actually makes sense for Pichu to be a clone of Pikachu considering they're a part of the same evolutionary line.
It makes sense for Goroh to be a clone because they're part of the same role. F-Zero racers with no established abilities. Plusle & Minun I can bet you would be clones too regardless of evolutionary line not being related to Pikachu.
They're exist clones who are not the same people.

You mean the same rules as Toon Link. Who was also shorter and wider and also a human. But, no I guess that doesn't count because they were coincidentally the same person.
I don't think it's fair to use Ganondorf or Toon Link in this argument, because Ganondorf was added as a last minute filler clone, and Toon Link was and still is meant to be a clone. That's arguably his schtick. Especially because of how Sakurai sees him.
Smash 4 is a game focusing on uniqueness with character inclusions, so if Goroh is added, I would like to think they would attempt to make him fairly unique.

So if Toon Link is meant to be a clone what exactly suggests that it stops there? You don't think Lucas and Luigi are meant to be clones? Then why not Goroh? Captain Falcon's rival who does everything Falcon does in the game and he shares similarities.
And I'd like to reiterate you can't come up with these kinds of excuses for characters with different body structure making sense just because they are the same characters. You don't have to be the same character to have different body structure just because two characters who were "technically" the same person, just so happened to have different body structure.

And I'll explain Lucas for you. Two characters who shared the same role, did the same things, had the same basic abilities, and were similar to each other.
I simply cannot see Goroh being added as a clone of Capt. Falcon.
That's because you can't accept anyone who has a unique ability being a semi-clone. Even when they fit all the criteria of a semi-clone.
It's at the point now where newcomers have to bring something new or just simply being unique with help from their source material, adding in a clone character isn't going to help.
Do we still think Sakurai cares how we react to clones? They make sense to him and allows time for more characters.
At this point I don't even think I care what we think. Nobody will except a character as a clone whenever they have anything unique, despite that character's with uniquenesses have become clones anyway.
